In the United States and by our law, a Jedi minister who knows of someone who is threatening to harm themselves or harm another must report the incident to the local authorities. This applies to FUTURE acts NOT PAST ACTIONS. The minister should always caution 'clients' of this.
While only a Jedi Priest or Bishop can hear a 'confession' many go to a minister for advice or just to talk things out. I'd expect even a Knight Initiate to keep a confidence but a minister who breaks a confidence told to them as a minister ... don't do it; don't even think about doing it.
Not even a court can make you testify without the permission of the 'client'.

ok..so if you're a bishop...does that still mean you must report it to the local authorities? or are confessions between you and the client only?

A confession is only one when knowingly agreed upon by confessor and minister. Just as marriage is a visible cognitive act so is confession. Anything else is at the most an act of confidence and not binding. In such cases we (ministers and bishops) are if necessary legaly bound to inform the proper authorities.
