There is an ad bar to the right of the screen, but the ads are not based on what is written in your e-mails. The funny thing is that I didn't even notice the ad bar until I loaded up Outlook in IE (I have Adblock running in Firefox, so the ads don't show up in my main browser).
I think the Hotmail brand has been retired completely now, with the exception of the domain name that's still affixed to many people's e-mail addresses. Outlook.com looks and feels very different than Hotmail to me (at least since the last time I'd looked at Hotmail).
