Brown is dominant and blue is recessive, making it impossible for blue eyed parents to have brown eyed children. most of the time. it turns out there are more genes involved which can change the color of the eyes, making it possible (though extremely rare, the adoption theory is far more likely) for people with the blue recessive genes to have brown eyes anyway. http://en.wikipedia.org/wiki/OCA2
