I don't know if this drifts too far from your intent.
People are as happy as they want to be. It's a choice. Things happen in life that can make you unhappy but they don't last.

That reminds me of something I recently saw in a movie trailer...

I think that's going to be one of my favorite lines of all time soon.

For some, happiness feels like a dream or goal not very easily reached. There are many medical, mental, and physical reasons for feeling that way. The brain functions very differently in someone who is happy as opposed to someone who is depressed. Also, learning how to "choose" to be happy doesn't always come as easily for some as it would for others.
Personally, I think happiness is a little over-rated.

No? I find that the quest for happiness makes some people absolutely miserable.
