The council asked for it.

I'm finding it difficult to debug this as everything has been working fine for me. tested on chrome/iceweasel on linux, and android/chrome browsers on android.

One reason The Council asked for it is that Google is going to down-rank sites without https and give preference to sites with https - all other things being equal. But if it causes problems we can live without it. I think it's only a matter of getting things worked out since many sites use https without issue.

Nope, android Chrome seems to be accepting the cert finally. Whatever got done was the trick :)
