Its purpose obviously is to draw attention to space and nasa programmes. They've suffered cutbacks and can only keep on getting funding, or obtain further funding by selling themselves. As my comment indicated, it's a good attempt, but what they really need is another carl sagan. He could make people dream of space and as a result, nasa got everything it could hope for. "Have your name on a chip" is a gimmick which exploits human selfishness and may very well fail to draw attention to the purposes and technicalities of the actual mission.

To be fair, we do have Neil DeGrasse Tyson, though awesome as he is, he's still not quite Carl Sagan. Carl Sagan was like Tyson + Jim Henson in one package.
