Does that perspective not neglect the third option where person B, seeking to understand person A, does realise person A is disinterested in understanding and can then moderate their interactions accordingly?

I don't see how it must either be mutual understanding or none at all. That seems to engender an attitude of 'I won't try to understand you until you try to understand me'.

Not trying to be combative, I'm just trying to understand why it is that you see it that way.
